Are these dryer plug-in modules as reliable as the X10 ones that install at the switchbox, like the XPCR?

Depends on how far the dryer plug is from the breaker box.
Also all the passive couplers only couple back to the other phase the signal level received.

The X10Pro XPCR is a coupler repeater.
The Smarthome Dryer Outlet coupler repeater is a 4826A

The Smarthome 4816B2 linked in an earlier post is a passive coupler.
The X10Pro equivalent would be a XPCP.

I have had lockup problems with the XPCR and the Leviton counterpart. Never found out what caused to lockups. They were easily fixed by cycling the breakers the XPCR was fed from.

FWIW I would recommend a repeater over a passive coupler. In today's modern home the X10 signal need to get steroided up as much as possible, to overcome much of the electrical noise present. I prefer the XTBIIR or the ACT CR234 (second choice) because of their high output and reliable operation, BUT the XPCR can be had off Ebay for as little as $18 including shipping. That is hard to shoot at even if you do have to cycle power every few months..
