WS13A (XPS3-IW) one OK two... No Play.. Advice?

Hi,
 
I have had one WS13A (with CompactFluorescent bulbs ) for a few weeks without issue.  Always can turn on and off using a PL513/PSC04.  I now added another WS13A on a different circuit.  It seems as long as I start/have them OFF one of them will turn on/off without issue (either one).

 If I have one ON then MOST of the time I turn the other one ON OK but, I always have issues where I cant turn off either then. 

Going back to one switch I dont have an issue and I can turn on / off without issue.  I have tried to change from A,B,C and !,2,3 with the same results.  Any suggestions so that they dont conflict?

Marginal power line signals.
CFLs are probably making power line noise when On. Enough so you loose control.
Electronic devices absorbing power line signals {Signal Suckers}.
PSC04 on one phase of the homes wiring and the WS13As on the other. With no phase coupling between the phases.
