can't access Cam from one specific computer

X10 was great at helping me get my new Airsight cam up and running today. I am able to access the cam from a computer on the same net using IE or Firefox. I can access the cam from MY Android phone. I can access the phone with the netbook win7 starter Firefox by using the Gipcam.com address.
I have Win 7 computer running on a separate cable internet and have tried to access the cam through Chrome, Firefox and IE. but it always comes back with server not found. I've shut down all the firewalls and the virus software. The computer is a dual core 64bit processor. has anyone else had a problem like this?
X10 support was great today and they could access the cam with their computers. I know it has to be a setting on my system, I just need a direction to go towards.

I been trying get my cam view from outside of my home for 8 days...x10 ZERO helps..i keep e-amiling them they keep replying without even reading my email.  I am very surpirce you got help... B:(
