MT13A will not automate all my controlls.

I have a MT13A that is set up to turn on my pool lights on A1 and A2 (xps3) and turn on my pool pump on A5.  This has been working for the past few weeks without issue, now the MT13A says the pump it is on, yet the pump is not.  I have tried turning it on manually through the MT13A, but that does not turn things on or off.  with my PHC01, things will turn on and off.

I have also tried setting the MT13A up to turn on and off both an Appliance module to turn on and off some outside lights, and a regular 110 module to do the same.  That is a hit or miss if it works. 

Do I have a bad MT13A or am I doing something wrong?

Is the PHC01 in the same outlet as the MT13A?
So you are comparing the exact same set of variables.

Plug the timer in the same outlet as your TM751 or RR501 and see if it control lights now.

If so, what new electronic gizmo with a wall wart power supply did you get? Or what did you move to a new outlet?
