I have some parts, but my question will be what am I missing and how do I program everything.

Let me start by explaining my goal of the system and what I want it to do. I cannot see when people come down my driveway so I want something that will chime when someone pulls into the driveway. When I first started building the garage I purchased a PR511 floodlight motion detector, a TM751 wireless transceiver, and two LM15A socket lamp module. I have two decorative lights on the ends of the garage and the floodlight/motion detector over the center (all wired to the same circuit). The original idea was to use the LM15A to turn the decorative lights on/off when the motion detector sensed motion. Then I would also have a chime (still need to purchase, looking at this: http://www.x10.com/promotions/sc546_cat_hm.html) that would alert me someone is in the driveway.

Is it possible to do what I'm wanting with the items I have plus the chime? If no, what else do I need to purchase? If it is possible, how do I get the LM15A socket modules to link up with the motion detector?

The LM15A should be on the factory default of A1. If you use A1 as the address you probably will not have to change them.
To program you would need a X10 power line signal send three times  in thirty seconds from powering up the LM15A.

I believe the PR511 sends power line signals that the LM15A and SC546 can be controlled with.

The TM751 only takes RF commands from things like remotes and sends them on the power lines. It has no power line receiver in it and can't be controlled by a power line signal. You may not need it right now.
You may want to look at some troubleshooting tips and X10 theory. As phase coupling and noise issues may occur.

So it sounds like it would be easiest to get a remote so that I could program the LM15As. From reading the two links, it sounds like you somehow have to connect them to your computer to program them without a remote.

Would the TM751 be needed to control the chime (the one I still need to buy)?

I was looking at this driveway sensor kit:

I seems like it would pretty much be the same system I'm trying to build, except I have a flood/motion light instead of a simple detector. Or am I missing something?

I'll read into noise issues while I wait to see if I'm missing something.

In the kit you linked to.
The TM751 takes the RF On and Off signal from the MS14A and puts it onto the power lines to sound the chime.
The PR511 sends power line commands so the TM751 would not be needed.
The TM751 could be used to program the LM15As if you got a remote to send the commands. No computer or other controller needed.
Side benefit maybe the remote through the TM751 could allow you to also turn the LM15As On and Off and sound the chime.
