I had an extra xm13a laying around that I want to use for a project. I hooked a multimeter up to it and I notice that when I send an ON command to it there is no voltage. When I send an OFF command there is 15 volts.

Can anyone explain to me why this module's power commands or backwards from what's logical? I've never had x10 cameras just came across this for adapter for free. Do you literally have to send an OFF command to this adapter to power cameras? I'm very confused by this.

Sounds like you are reading between the switched and unswitched DC voltages and not to common ground.
So when you turn ON the switched output it equals the unswitched output. Resulting in a zero difference between the outputs.
