x-10 appliane modules problems

bought a couple new lights they are  four bulb with electronic ballast cant get several appliance modules to control them  stay on all the time  modules are good  any way around this?  would have thought the appliance module would have isolated this

Can you control the appliance modules if there are no bulbs on the output?

You can't turn them Off or they go Off and then right back On?

If you can't turn them Off. Then they are making power line noise or signal sucking that is killing the X10 signals.
A X10 type filter maybe needed between the appliance modules output and the lights.

If they go Off and right back On. Then they are triggering the local control sensor. In that case try adding a small incandescent night light bulb on the output of the appliance module. That may correct it.

Do you have any phase coupling between the homes phases?

yes to phase coupling.
the lights wont go off
all the filters I seen say lamps only not flourasant

I have never seen a filter marked for lights only.
They may have a rating stated in things like wattage of lights or total amperage.
