XPTT / XPTR questions

I recently began experiencing problems with devices again and fear that my phase coupler/repeater may have failed for the 2nd time.  I found an XPTR/XPTT on ebay and purchased it and of course there were no instructions with it.  After finding instructions that I am apparently following correctly, I fear that either the transmitter or receiver is not working properly and am seeking advice from someone familiar with this tester.

According to the information I found, I plug the XPTT transmitter into an outlet (I assume the outlet my CM15A is normally plugged into).  I go to another location an plug int he XPTR.  One set of instructions tells me to press the reset button and the -25 light will illuminate to show I have power.  Then I'm supposed to release the button and read the signal strength.  Another set says to hold the reset button and read the signal strength.  I see nothing indicated when releasing the reset button and only the -25mv light when pressing and holding it.  I've even tried plugging both into the same outlet and see no difference.  The XPTT is flashing the red led indicating that it is transmitting. 

Am I doing something wrong, or do I have a defective tester?  Any information greatly appreciated.

The instructions I found say hold the reset button and the 25mv LED will light to indicate it has power. Then release the reset button and read the low scale LEDs and hold the high range button to read on the high signal set of LEDs if the signal is strong.
The XPTT sends a P1 On and P1 Off continuously. So you maybe able to use an X10 module set to P1 and see if the XPTT is sending anything.

Is the Error LED flashing?

No error flashing.  No lights at all EXCEPT when I press and hold the reset button and the -25mv light illuminates.  When reset released, no lights at all.  When hi range button pressed and held, nothing illuminates either.  Leads me to believe either the XPTT isn't transmitting or the XPTR isn't receiving.  Have tried with them both plugged into the same outlet.

To try the XPTT.
Look at the Activity monitor in AHP and see if any P1 On and P1 Off commands are received.
Also put an X10 module on P1 on the XPTT AC power circuit. It should turn On and Off with the XPTT power line signals.

If you have any X10 Remotes and a transceiver or an X10 controller. Try setting the House Code to P and send an On and Off to Unit Code 1.
The XPTR should show some indications of receiving something.
Not too sure how to have AHP send a string of P1 On and P2 Off commands but maybe.
