WS467 next to Flourescent Light Switch

I have a WS467 module in a dual switch box
that does not respond to commands and only
turn the light on to about 50% brightness
when manually activated.  We also noticed
that light was flickering earlier today.
The other light switch in the box is a
standard light switch that controls my
outdoor lights.  All the outdoor lights are
CFL bulbs.  Could the adjacent light switch
and the fact that it is using CFL bulbs be
effecting the functions of the WS467 next
to it?  Is the WS467 defective?

With the outside lights off, there should be
no interference. Sounds more like the switch
is defective or the lights it is controlling
are bad or have a bad connection. More like
the switch itself.
