MS14a and UX23a Programming Issue

I am trying to program my UX23a VCR controller to recognize my MS14a motion sensor. On the UX23a I press the REC button, wait for the LED to come on solid and then press the HOUSE/ON button on the UX14a. The UX23a them immediately beeps 8 quick beeps instead of the 1 beep stated in the instructions. I changed the house code and unit code in the MS14a but every combination seems to have the same result. Does anyone have any ideas.
