I can not set my VCR commander, is like the
he motion detector in the floodlights is
not sending the signal to the VCR commander

I have the very same problem with the PR511
and the UX23A.
Any help would be appreciated.

The PR511 does not have RF output like most motion sensors.  It only has Powerline output.  The Video Commander receives only RF input.
