I use this system to control lights and warmers in a Dairy Queen. The outside lights will sometimes be turned off by something external. We can turn them back on using either the PC or the X-10 switch and in about 5 min. they will be turned off (sometimes). We did just have our drive through board replaced and I think it uses T8 bulbs with electronic ballasts. The DQ is not close to any houses that might interfere.

I'm thinking the industrial equipment of the business is the source of your problems.  ;)

You're gonna need an ELK/ESM1 meter, lots of filters (if they make them big enough for some industrial products), and do some serious reading: MAP / MEASURE / CORRECT

Do you see an actual OFF signal in the ActiveHome log when the lights go out?
