We have an HAI OMNI system sending X10 commands to several X10 switches and dimmers.   One of the X-10 switches will turn on or turn off frequently when commands are being sent to other devices.   This switch is in closer proximity to the OMNI Panel that other X10 devices.   Is this a defective switch or can X10 communication be over-saturated on the power line when a device is close to the control system causing it to activate when its house/unit code is not being addressed in a command?

The switch does respond OK to commands sent to its address.

The first thing to do is swap the problem switch with one of the others to see it the problem goes with the switch or stays with the location.

X10 switches are susceptible to turning On from voltage spikes but only rarely (if ever) have they been reported as turning Off from spikes.
