PHS01 Floodlight not working

I'm having problems getting my PHS01 Floodlight up and running.  It's wired in properly and connected to a regular wall switch (non-X10) however the lights never come on, nor does the unit seem to be working at all.

Can anyone offer some suggestions on what to try?

Ensure the power is on and issue an x10 ON command to it!

If it is wired properly... yet it doesn't work.. its defective.

However... as a trouble shooting guide: When I don't know what is wrong with something that doesn't work. I start at a point where things DO work. Often that can be the circuit panel. If you have a working breaker and power to the line... next check the switch. Then power at the motion sensor... power to the bulb wires... the bulb sockets.. the bulbs. Somewhere between the main breaker... and the bulb... you will find the place where things stop working.

I've tried issuing an On/Off command to it however nothing happens.  I'm pretty sure there's something wrong with it as I know it's wired correctly.  I can attach a standard light fixture and the electrical works fine.

Does the OP have a transceiver set to the correct House Code?

Does it turn on when it senses Dusk or Motion?
What are you using to issue the On/Off commands? Can you move it closer to the flood lights? Preferably on the same circuit to test?
Also while I'm asking, what kinds of bulbs are you using in the Floods? Regular incandescents? CFLs? LEDs?

Can you hear it click? If you do hear it click when you send ON-OFF, are you sure you have the light sockets wired correctly?
