X10 lamps turn on after a power outage

I should have been more clear
When initially OFF, lights or appliances coming back ON after a power outage is not a function of the "Local Control" feature. I do not think disabling Local Control will fix it.

This thread is confusing. I can't say I understand all the replies that have been posted here. The modules are new. I just got them in January. At any rate, I have been out of town but I will contact X10 to see what they have to say about it.
