I can toggle a nearby light on and off with no problems from my computer screen( using Active HomePro) .  In fact the light turns on and off immediately.  However when I attempt to automate it so that the light turns on and then off at a set time, the light does not turn on.  I can use the computer screen to then manually turn the light on.  Then at the preset time, actually typically 45 seconds after the preset time, the light turns off as scheduled.

Why won't the light follow the instructions and turn on as directed?  Much thanks!

What module is being used to control the light in question?  Lamp Module; Wall Switch?
When you manually turn the light on and off. Does it slowly go on and off? That would indicate you have the later soft start type module.

I am experiencing the same issue. I am trying to control 2 WS12A dimmable light switches. I created a timer for each light (porch and entry). Neither light will turn on at the desired time but both turn off at the desired time if I turn them on manually?

I am new to X10 so any help is greatly appreciated.

   Newb here too!  I just saw this post and had to register and share that I have had the same issue for a couple months now and I am just now trying to troubleshoot.  If there are any advanced and wise members out there who could share that would be awesome!

I have:
AHP version 3.326
XP Pro PC can shut all lights on and off through the interface
Using wall switches WS12A that dim and brighten gradually

I replaced the WS12A with a XPS3 Pro Switch in AHP.  This made the timer work but I lost the dimming capability.  This will work for my front porch application.

What happens if you assign the WS12A as a LM14A?

3.236 (which you got with your order) is a buggy release. Go to http://software.x10.com/pub/applications/activehome/ and look for    ahp_updt_204.exe.  Install that over 3.236.  When the install is complete, open AHP and use the update link in it to update to 3.228.  That's the last GOOD release of AHP.

Thanks for the credit, but it was Dan, one of the forums software gurus that informed you of the buggy release.

I was trying to figure out what happens if you call it a LM14A in AHP.

The old LM14A allowed controlled dimming. X10 no longer makes it, but AHP still shows it and establishing it for a "soft start" module is better (gives more control) than standard lamp modules in AHP.

Try redefining as LM14A. Tell us if that fixes.

I recently solved this issue with my own Levitons. It's because AHP is sending "Bright 100%" instead of "On" in the timers. See this thread for the quick and easy answer.

I'll try reassigning the Leviton's as LM14a's first (since that is simpler) and test.  If that doesn't work I'll try the macro code.  (I, too, assumed the "Issue On" preference would work across AHP.)

Assigning the Leviton's to LM14a's fixed it.  I ran a series of on/off tests and the LM14a modules worked and the Leviton modules did not.  I then reassigned the remaining Leviton's to LM14a's and now they're working correctly.
