XPS3 will not turn off

I have installed an XPS3 switch in my garage.  I am controlling it from my security panel.  The problem I am having is the panel will turn the switch on but not off.  When I turn off the light through the panel, the relay in the switch clicks and the lights flicker but will not turn off.  I also have installed an XPCR signal booster but it did not help.  Is it possible this is interference?  The panel works fine with another switch I have installed.

What kind of Lights are being controlled by the XPS3?
Do they also act strange with the local paddle on the XPS3?

The lights maybe making noise that effects the XPS3 when it tries to turn off.

Brians question about how it acts when you turn it OFF locally and this question: How many clicks do you hear, one or two? will help us old timers make a "WAG".

The lights are florescent lights, 6 total on the circuit.  Using the paddle works great.  One push turns lights on, another turns them off.  When the security system sends the lights on command the relay clicks and they turn on.  When the panel sends the lights off command the relay clicks, lights flicker off and back on, and thats it.  The relay in the switch may be clicking twice but its hard to tell.  I do have another zone with a dimmer switch that is working perfect.  I am adding more when more parts arrive!

I also tried unplugging all of my TV and home theater equipment and it made no difference.

I don't know if Brian and I were thinking the same or not.

My thoughts are the XPS3 uses the same circuitry as an Appliance Module. X10 should disable the local sense control for a wall switch, but I think China periodically loses the recipe. The inductive kick from the ballest on flourescent lights can false the local sense circuit and cause the switch to turn back on. However one can hear two clicks seperated by perhaps half a second when this type failure occurs. If you do not hear two clicks, I doubt I am on a hot trail.

Maybe exchange the switch for another(?).

I should have paid better attention!  There is definately 2 clicks.  The first click turns the lights off and the 2nd turns them back on.  I did try another switch to be sure.  Is there anything I can do in the way of filtering to get this to work right?

Depending on how much current the lights draw. Some have used the Leviton 2687 wired in filter. Between their switch and the noisy loads.
I believe it is five amps, but not 100% on that.

Sort of, I use a 120V coil relay powered by a wall switch module to control flourescent ceiling panel, for no good reason other than I didn't have a neutral in the wall box. The only problem is the relay coil does not draw enough current to saturate the triac in the wall switch, so I have to use the 7 watt night light trick in parallel with the relay coil.

The XPS3 would not have a problem driving a relay, but the challange is where do you hide the relay (and meet code). "All Electronics" has 120V AC relay for under $5.

If those fluorescent lights are trough style then it would be leagal to install the relay inside the light.
