Do you have to unplug a camera to get the other camera to show up on the PC?

It would be my guess that you've already found out that works. But there is a much easier way. The cameras work in "groups-of-four". That means if you were to set the cameras in say A1 through A4 (or 4-8, or 8-12, or 12-16) turn ON a camera in the group will cause the other cameras in that group to turn Off. It's all in the directions.

When first powered on. The camera defaults to On so more than one could be on until one is selected with the CR13A. As you have found out. Also since you can select then manually with the CR13A you have them addressed in a proper group.
I have no Vanguard experiences but I am sure other will have more help for you.

So that would mean.... the cameras aren't getting a signal from the computer. Are you using a CM19A.. that maybe you could put up a little higher?
