I have an LM465 lamp module I want to control using a USB firecracker and the firecracker software.

Everything seems to be installed correctly but I can't get the lamp module to  power on and off. The lamp module is at the default value of A1 when I use the firecracker software to try and send off to A1, nothing happens.

Probably something stupid but can't seem to get past this.

Welcome ijourneaux!

You're missing a piece of the puzzle.   ;)

The Firecracker only sends radio signals and the lamp module only hears power line signals.

You need a translator a.k.a. "tranceiver" like the TM751 to put the RF signal onto the power line.

As I was digging into it that is what I came to conclude.  Thanks for the info.
