The CM19A has no power line transmitter or receiver in it.
So when you picked RF. It sends the RF command to the TM751. That sends the power line signal to the PUM01.
The PUM01 is a power line controlled module. The CM19A to TM751 does the conversion to power line.

Regardless of how you set the module in software, it can only work from a PL command from the TM751.(or other PL encoder modules like the CM15A,CM 11A etc.) When you think it is working RF, it is definitely being fired by the powerline.
