Time Schedules Not Working ?????

I wrote a smart macro to use a security motion detector to activate a light.  If I use no conditions the light activates.  If I add a condition using a time range the macro fails (5:30 PM to 11:30 PM).  I've used dawn to dusk or specified times using the interface or manually input times,  In each instance the macro fails.  What's up the that ??  I have read that the eagle eye or active eye offer continuous motion readings but do they fail with the macro time conditions?
