They only make Insteon OutletLinc's. They revert to the state they where in with power restoration.
The plug in ones. You can get the ApplianceLinc or the lower cost Icon versions. They revert to Off, with power restoration.

Smarthome recently started preorders for a dimmer built into an outlet. Called the OutletLinc Dimmer. You would not want the dimmer type but the original relay type.
