I had expected HomePlug Command & Control to do just that but this initiative seems dead in the water after deciding on the silicon a couple of years ago.

Essentially, it's a subset of the HomePlug Broadband over Powerline protocols. It uses frequency hopping to avoid noise and would seem to solve most of the problems discussed in threads like this one. I'm surprised that it seems to have been stillborn.

Still OS ... above I mentioned the PicoTux 100 - try raspberrypi  $25, USB only from what I can tell ....
