The lazy electrician that did the electrical a few months back when they did a full remodel did the wiring wrong.  Fortunately the wires were there, they just weren't connected correctly and he also forgot to break the tab for the switched outlet which of course made the outlet constant power. 
You give him way too much credit when you call him an "electrician".

Sorry, I did forget to mention that these transmitter style switches (any transmitter style switch...X10 brand, Leviton, etc) all require a neutral wire.  If you were going to wire this up as I suggested, you would certainly need to verify that neutral wires were present.  Also, all of these modules are much larger than a standard 2-wire switch and are sometimes a challenge to fit into a wall box.

Fortunately, it looks like you will be able to get things resolved with the equipment you already have!   >!
