Which camera model?
Do you have more than one camera? If you do try each one individually.
Only one camera can be On at a time. They work in groups of four. Same House Code and Units 1-4,5-8,9-12 or 13-16. Send an On command to one of the addressable power supplies. The other three automatically go Off.

If the cameras are the 2.4Ghz ones. Try all four channels they can be set to.
Wireless networks and 2.4 GHz cordless phones can also interfere with them. You may want to test this by temporarily turning Off suspected devices and see if things get better.

Along those similar lines, when the VR36a is plugged into Video1 of a flat screen TV and the TV says "no signal", does that mean the VR36a is bad. The led in the VR36a is on so it is getting power. Regardless if any cameras are on or not shouldn't the TV see some type of signal coming from the unit and display a blank screen instead of "no signal"?

I believe you should see something. Like Static or a Blank Screen.
You did verify you are using the Video1 Video Input Jack, not the Video1 Sound Input Jack and the TV is set to the Video1 Input setting?
If the TV has another unused Video Input you may want to also try it.

FWIW
I have non X10 video sender units, so this may or may not apply. The transmitter is on the DVR and receivers on several TVs. When the transmitter has no video input, i.e. DVR is off, the receivers do not output a video carrier, the TVs are "no signal".
