What types of bulbs are you controlling with your light switches? If you are controlling any CFL bulbs, they might be causing noise after they "warm up," and that's why your modules stop responding.

Hi Dave: All bulbs are regular incandescent.
I can find no pattern, rhyme or reason for the erratic operation.

Well this is another for the books. As a suggestion, I would try to find out what the XPCR is, or isn't doing during the "working" period and afterwards. See if the repeat LED is blinking during commands and when things quit working.

Have you tried disabling the XPCR to see how it effects the problem (would concentrate on the same circuit and phase the CM15A is on, as the other phase probably won't be receiving much of a signal).

I would also see how things work with the XPCR turned Off. It may have failed. If your power was pulsing on and off. As Sandy struck your area. Mine was flashing on, off and flickering as the trees branches rubbed on the primary 13.6KV feed to my street. As Sandy hit CT.

We have seen reports of the Leviton HCA02 giving problems.
The XPCR may also have this issue.

I suppose it possible that something else in your home was affected by the power problems, and has become a new source of noise. While that wouldn't really explain why the lights work for the first few minutes, you might be able to do a "breaker box test," and determine *if* there is something else that is misbehaving. I suppose one of your switches could be going bad, too, and causing noise. Does EVERY switch behave the same way, even if it is the only one turned on?
