I've been doing a bit more experimenting and checked a 32 bit Win 10 PC which doesn't have this issue either.
The issue appears to be 64 bit Windows permissions related.
Playing with permissions and moving the AHP folder is getting me somewhere but hasn't fully solved this issue yet in Windows 10.
The web is full of Windows 10 permission issues.

It should be noted that I did have permission issues in Windows 7 64 bit at the time I wasn't using AHP for timers as much as I do now.
This may have cause me to over look the issue.

I experienced the date problem after a recent W10 update. I got past it by running AHP as administrator. This is on a 64 bit system.
