Strange Behavior from WS12A

I have two new XPD3 switches in my system. However one of them will not turn on from either palmpad from X10 commander for PC or from ActiveHomePro. All of these can control the dim/bright functions and even turn this XPD3 off. However, the only way to turn it on is to physically turn it on at the switch. The switch remembers what percentage of brighness was last time used.

FWIW, I have four dimmable BR30 LED bulbs connected to this switch though I don't think that has anything to do with it since the other XPD3 has four BR40 dimmable LED bulbs and it works perfectly.

What could be wrong that only one function (turn light on) does not work? Any suggestions are welcome.

You may want to verify the preset dim is not set too low for the LED Bulbs to start up.

You may also want to verify that the Blue Load and Black Line wires are not reversed.

I have confirmed the possible low dim set by setting to full bright. Manually turning the wall switch on and off returns it to full bright. So that isn't the problem. I'm also convinced my new toolbox is not the culprit. :)

Now I am methodically going through various electronic devices, unplugging and looking for the source of the problem.
