WS467 not behaving (even after a change)

I have 5 WS467's in my house all programmed to the same X10 code through my CM15A. 4 of the 5 work properly with a turn on and night and turn off in the morning.  One however is intermittent. It ALWAYS works with the RF remote and when connected to the PC, but not on it's own. All 4 turn on fully when triggered by the remote, but this particular one ramps up to full brightness every time. I have change the switch with a new one and same result. What causes the difference in turn-on brightness and is it related to not always working properly in the morning or evening?
Any ideas?

If the ws467 was made after 2007 and the others are before the change.

It has soft start and preset dim.
In the later CM15A software. There are two drop down lists for those modules.
Lamp Modules are soft start and before soft start for the older ones.
You may have chosen the module from the incorrect list.
Is the RF through the CM15A or a transceiver in a different location?
