LM14A 2-way lamp,doesn't seem to respond well

I went to 2-way, because I like the soft
start feature.  Plus, I figured that I
could do more.

But, thats not the case, it hardly respods
to any command.  Is this more sensitive to
surges?

What commands does it not respond to? Are you
controlling it with AHP, a remote control, or
something else?
