problems with flags

I cannot seem to get the condition wizzard
to evaluate flags correctly.   trigger is c3
on and the time is between 6:46am and 9:59pm
and flag status off - 10  end trigger
conditions.
set flags 10:
brighten bath by 60%

every time the trigger c3 sees motion the
light brightens 60%  until its full
bright,   its not checking the flag status
or its evaluating true every time.

mb,
I have similar set up, but I only wanted to
turn the light on for a specified number of
minutes. So I put off command after 5
minutes and to clear flag, its working
perfect all the time.
