Connection with wireless transceiver and siren

Hi,
I buyed four wireless motion sensor(MS14A),
one 2-way wireless transceiver(RR501) and
one power horn siren(PSH02).
Then, this siren is no sound.
A technician told me that I need a
controller. It's right?
Why not?

The PSH02 is a Security Siren and does not
sound when an ON signal is sent to it on the
Address it is set to. It is trigered by a
cycle of OFF and ON commands at about a 1
second interval. It will sound on either an
ON OFF cycle on the House-Unit Code it is
set to or an All Lights ON; All Units OFF on
the House Code it is set to. So the motion
sensors ON signal when a motion is detected
will not trigger any X10 or X10 Pro Security
Siren. Meaning the PSC01; PSC02; SH10A and
PH508 will not trigger from an ON signal
from a sensor.
