New MOBO wont Power UP

I just dont know why i try to power on my
new systme Board but no power is hold on.
It powered on for 5 seconds then back Off.
I  dont know if it is th eproblem of the
System Battery or the Memory Clearing
Header (Champer Settings). I did play
around with the battery and the chambers
but doesnt powered up. I cause if you
suggest me further solutionon that.
