I tawt I taw somethin somewhere about how to disable this feature when you have smart a**  kids that figure it out. Not an emergency. Just thought I'd ask.

I'm a bit confused as to what you're asking. Are you referring to local control?

When a wall receptacle module is turned off, the kiddies can get it to cycle back on by flipping the power switch or unplugging and plugging in the device.(t.v. etc.)

That's local control. There are hardware modifications that will override it (and void the warranty) but I don't recall where I saw it. Perhaps someone else will post a link for you.
The problem is that they can always unplug the appliance from the module and plug it in directly to the wall there by totally defeating X10.

The thread you were looking at was help my kid is bypassing the x10.  I am not sure what solution southmike went with, but I think one of the better ones was to get a Leviton 6280 as it apperently doesn't have local control and it switches both outlets.

If you monitor the HC on those plugs lights, when they are turned on the software would monitor it and turn it back off 10 seconds later

I haven't tried something like this...  but if you setup a macro either using a flag or switch.
turn on/off kids area

if kids area (time) off
monitor modules
if modules turn on (between certain time)
turn modules off (delay 10sec)

alternatively set a flag to set times (push on/off) at your command (instead of times)

it should monitor when they are on and turn them off again 10 sec later. Just as they settle in to play/watch its off again. 
I haven't tried with local switching, whether the software monitors it as on after. has anyone tried?

Sounds like the local control as others have thought.
As mentioned modifying the module voids the warranty.

Unfortunately, none of the wall units I've seen send a signal when triggered locally.
