I assume CM15A control TM751 by power line, but CM15A doesn't pick up signal from TM751,

The CM15A or any X10 power line controller. Will not control a TM751.
Now in the Appliances list in AHP you will find the TM751 and RR501 Transceivers.
When you pick the TM751 it sends an X10 RF signal to it.
The RR501, that has a power line receiver in it. Gets a power line command.

Ok, so what I assumed is wrong, CM15A send RF signal to TM751. But that doesn't matter, now CM15A can control TM751, the issue is CM15A doesn't know what TM751 does. TM751 send power line signal to control lamp module etc, and CM15A can pick up signal from power line, so I wonder why CM15A doesn't know what TM751 does.

The address of the module the TM751 was controlling has to be in AHP.
If the power line signals are not getting to the CM15A. You may have power line signal problems.
