Communications Problem w/ VK75A

We bought this kit to watch the kids in the front driveway while we are inside.

The camera and video receiver work just fine. Our problem is the CR14A  controller and the Ninja Pan'n Tilt will not work together.

I have checked the batteries in the pad, tried all combinations of house codes and unit codes, and have confirmed that the Pan 'n Tilt is receiving power (I can see it auto align when I plug it in).

Something is just getting lost in transmission/reception. I have also taken it to my office (no other wireless products that could interfere) to try out, and that did not help either. This is my only X10 product (1 camera system, so no transceiver).

Can anyone provide some helpful suggestions to get this working that I might try?

If you are very close to the Ninja with the remote and still can't make it work.
Either the remote or Ninja Base is most likely defective.
Since it is a single camera setup and no TM751 is needed {Camera and Ninja always On}. Testing which part is bad maybe a problem.
