Is the Addressable Power Supply on the Pan & Tilt Base the same as the other addressable power supply?

I believe that it has a higher current rating than the others as it is designed to operate both the camera and base.

Yesterday it worked.
Today it doesn't work.
X10 on Windows is like that.

Higher current as mentioned. Also if memory serves me a warning in the VK74A manual not to use the pan and tilt supply on a camera alone. The supplies may not be well regulated and the lower current draw on the supply may not load it enough for the output to be close to 12 volts.
