General SDK and Camera Question

Hello,
I am looking to purchase a camera that has pan tilt and zoom control, which I can interface to my software to capture specific images and display them from within my application. Specifically, it will allow to show users if a particular space is available.
Could someone recommend a camera that can be placed outdoors that will perform these functions, and also guide me as to where and how to purchase/download the SDK that I could use ?
My development environment is windows with Visual Studio, in C++, but I presume the actual language is not that significant for the SDK ?

You'll need a CM15A(ActiveHome Pro) or a CM19A(USB Fircracker) to utilize the SDK!

You are correct.  The SDK can be accessed like any ActiveX control in MS languages including Scripting languages!
