I have 2 CM15A's (one running video and one doing everything else)
I made P16-ON macros to reset flags & phantoms after a re-boot or a power hit.  Problem is when 1 trips, so does the other.

Any ideas on how to know when a reset is needed without using the P16's?

I believe the P16 is also sent by RF on power up. Maybe the other one see the P16 and reacts.
