DayTime, NightTime, Before/After - Dusk/Dawn -Which one & when?

Anyone know the "rules" for using the subject keywords?
Should I use flags for Day/Night & Evening?
Conditionals of "After Dusk AND Before Dawn" seem to be flaky at best, as does any conditional time that crosses midnight.
