If you want the frig to run less (fewer minutes per hour)... just turn the temperature setting up. Being warmer inside the frig will be the result ether way. It just means your milk (and other foods) won't last more that a maybe a couple hours.
The OP is looking for a way to use automation products to save-a-buck. Not a bad idea... just a couple decades late.
We've all already insulated our homes, installed the new thermal windows and doors (often with storm doors and windows as well). We've replaced the appliances, hot water heaters, and even furnaces with energy star top performers, replaced light bulbs with CFL and LEDs. We use our automation setups to turn off unused lights... or only light when motion is detected.
Cigarettes, Beer, wine, hard liquor,
and energy are artificially priced high by government. There is no simple easy solution.
