Flags only work in hardware interface?

I have AHP with Smart Macros running on a PC with XP. I don't have a hardware X10 interface, I use the PC with a CM19a.  I can not get flags to change state. Do I have to have a hardware interface in order to use flags?

As I understand (could be wrong), the CM15A can use flags but the PC cannot.  On the other side, the CM15A can only monitor module states for one house code (16 total modules) whereas the PC can monitor all house codes (256 total modules).  I've read that people typically use dummy/phantom modules for PC side AHP coding and flags for CM15A side coding.
