DS700 and Vonage

I recall reading somewhere on the forum of one user who discovered that the console would not dial the numbers 2 or 3. 

I've recently switched over to Vonage - knowing that there was a possibility I could use dial-out capability.  Still, there are some who seem to have overcome the limitations of VOIP. 

I have a fax connected to the same line and it is working fine. 

My question is, how did the above mention user find out that certain numbers are being dialed?  For that matter, how do I know if the console is even attempting to dial out?  Is there a log of the security console actions buried somewhere on the system?

Any help / ideas welcome and appreciated.  Thanks!
