Leviton HCM1Ø-1 dimming doesn't get dim enough

I have a 3-way switch setup with a Leviton HCM1Ø-1.  When I dim my recessed lights all the way down to the lowest dimming setting, they are still brighter than I would like (I still see the bulbs glow too much and it distracts me when watching TV in the dark).  I've tried playing around with the minimum brightness adjustment and I've set it as low as it can go.  Is there any way to get the brightness lower than that or is that a limitation of the switch?

Standard incandescent bulbs?

I've tried traditional incandescent, as well as halogen.

I was doing some testing with the X10 LM14A today.  While the ordinary X10 lamp module will dim down to full off, the LM14A still has a pretty good glow when dimmed down to minimum with the bright/dim buttons.

I have a mix of ws12's and hcm10's. The ws12's definitely dim lower than the Levitons at the default setting.
The Levitons are still pretty dim at the lowest setting though. Although my ws12's are using "candelabra" style
clear bulbs.....don't know if that makes a difference in appearance or "glow" at low levels.

The standard lamp module dims to full off as far as the eye can tell but there is still more current through it in this state than when turned off. I published an article with measurements years ago but it's no longer on my website. I dimmed to apparent off rather than turning off so I could brighten gradually to the desired level when turning on rather than go through full on and then dim to the desired level. But, I used my own software rather than X-10's so I could track the level.
