but my lamp module (LM465SD) has no problem to be controlled at all using the same AHP. So, it is device related?

If I remember correctly, you said the lights and the outlet where you are testing the lamp module are on the same circuit breaker.
What else is on that circuit? It could be that there is a noise generator or signal sucker on the same circuit, and the path to the lamp module is "cleaner" than the path to the light switch.

I am having a similar problem with my WS12A (softstart). 
It does not respond when using the ActiveHome Pro interface. 
It does respond when using my iPad with ActiveHome Phone Pro. 
When I turn it on or off, or dim, from the iPad it works AND I can see the module respond in ActiveHome Pro on the PC, in real time. 
But the module does not respond if I try to change it using a mouse with the ActiveHome Pro interface. 
Other modules do, just having trouble with this one.

What version of AHP is giving you the problem?
If it is the latest 3.318 make sure you chose the switch from the Lamp Tab and not the Old Before Soft Start Tab.
If it is an older version. There was a work around to make soft start switches work.

The workaround was to use a LM14A to control soft-start modules in older versions of AHP. The LM14a is not made any more but it's still in the Lamps section of 3.10 on.

I am using AHP 3.318 and tried the new WS12A and the old WS12A.  Could it be an issue with the outlet I am using.  I can control some lights with AHP but others I can't.

Sounds like you have a noise, signal sucker or opposite phase problem.
Most homes are split phase with half the home on one phase and the other half on the other phase. X10 signals have a hard time getting to the power transformer in the street and all the way back to the other part of the home. It is not uncommon to need a phase coupler or coupler repeater between the phases.
Also some devices in the home like TVs and assorted electrical things. Can absorb X10 signals {Signal Sucker} or make noise that can scramble the X10 signals.
