ActiveX in IE9

I've enabled the activex in the security settings and added to trusted sites but I cannot get he ocx to download.
What am i doing wrong?

Here is what I did:

IN IE: Tools>>Internet Options>>Security>>Trusted Sites. Click Sites and add http://.....dyndns.org (my DDNS URL)
Click Custom level and set the level to Low

Still on Trusted sites Custom Level change the ActiveX settings>>“ActiveX control and Plug-ins”, all the ActiveX options set to be “Enable”:
Especially:
Enable: Download unsigned ActiveX controls
Enable: Initialize and script ActiveX controls not marked as safe
Enable: Run ActiveX controls and plug-ins

thanks I tried this but still not working. I have norton which I've disabled. Maybe the problem is with that.
