ok i have read that a bulb burning out can short out the unit so i guess i need a replacement . can a lm465 be set to flash when system alarms and to go off when system is armed  just like the lm15a or do i need another lm15a.

Most of the LM465's should work fine. Just set the House and Unit Code Dials to the address the console is flashing.

The older before Soft Start and later revision Soft Start LM465's work as expected. The early Soft Start LM465's didn't flash correctly. They started to ramp On then Off with the flashing commands.

If you are using the X10 SC1200 or Radio Shack 49-1000MC consoles you may have to select which of the two Light Codes to use and I don't remember which address was best.

Added data. I used a RS 49-1000MC console and tested three LM465s. Since the SC1200 and 49-1000MC send the House Code and two Light {Unit} Codes when arming and on an alarm. While the DS7000s console sends the House Code and Unit code when arming but a All Lights On and All Units Off on an alarm.
Old LM465 works fine on both addresses. Both Soft Start also worked with either of the  address. Just flashed slower due to both addresses having to be sent. The older Soft Start always ramped On and Off so flashing was messed up. The newer Soft Start ramped one time then started instant On and Offs with no ramping.

What Brian said, plus:
Anytime the bulb blows (with that nasty blue flash) it can take out the triac in the Lamp Module, Socket Rocket, or wall switch. But using a "Rough Service" bulb on the flashed fixture may lessen the chances of the inrush current spike shorting the triac. $0.02.
