How does Willy find it's way?

OK Here is dumb question. When Willy is first set up, it is installed on the LAN so Willy gets an IP from the router. Willy also finds the provider assigned IP of the router during this process. So my question is: If the internet provider assigns a new IP to the router, how does Willy discover the new address?

What is behind the question is: I use Homeseer 3  for home automation control and the Homeseer computer is set up as a server, so I can just log in remotely from any browser and control the home.

However when my provider changes the router's WAN IP (fortunately not frequently), I can't control the house until I change IP address on my Homeseer browsers page.

The willy uses Amazon servers which it talks to frequently simular to how the Alexa devices do.
I believe it also uses P2P simular to how some IP cameras work using a device ID which is in The QR code.
The developer has been able to connect to my Willy with just the QR code and also upload a test Firmware using that info.

I'm not very tech savvy, so please excuse the dumb question...does this mean that the developer can access our wireless networks at will? Do we all have 'open' networks now or did you give the developer some sort of permission/access?

The developer required my will QR code as well as the info printed below it to access with out that info they couldn't access my willy.
