On, Off and 0% Absolute

In addition to the current Absolute, DIM
and Bright buttons for dimmable modules, I
would like to see a "Switch" button which
sends either an ON or OFF command.
Currently the only way to send an ON
command to a lamp is to create a dummy
appliance module at the same address and
use it to turn the lamp on.

The "Absolute 0%" could then be changed to
dim the lamp to 0% rather than turning it
off.  Although not needed for 2-way (and
third party), it would be nicer for
standard modules and wall switches than
using the DIM -99%.
