Can the CM19A and the TM751 used together send address only commands like those needed for programming the insteon keypadlinc devices?

You might want to check AccessHA as the forums there have a larg secion on Insteon.
In any case the switches I understand will resond to x10 only commands so it will work to some extent!

There's no RF signal that can make the TM751 send only an address without a function.

Yesterday it worked.
Today it doesn't work.
X10 on Windows is like that.
